The Union Public Service Commission
The Union Public Service Commission (U.P.S.C), a Constitutional body established under Article 315 of the Constitution of India, makes recruitment to all civil services and posts under the Government of India. In view of the volume of the work involved and certain other considerations, the U.P.S.C normally conducts recruitment to higher level posts leaving the work of recruitment to lower level posts to other recruiting agencies under the Government.
The Commission conducts direct recruitment broadly through two methods, namely (i) through competitive examination and (ii) by selection through interview.

One of the most important functions of the U.P.S.C is to select persons for the various Central Civil Services and Posts and the Services common to the Union and States (viz. All-India Services). The examination conducted by the U.P.S.C for this purpose is the Civil Services Examination. This major and most important examination is conducted every year for making recruitment to the Indian Administrative Service, Indian Police Service, Indian Foreign Service and certain other Organised Civil Services under the Government of India.

The Staff Selection Commission
Under the provisions of the Constitution of India, the Union Public Service Commission is entrusted with the responsibility of conducting recruitment to all civil services and posts under the Government of India. But, in practice, it was found that the job was too heavy for the Union Public Service Commission. It was in this context that the Estimate Committee of Parliament, in its 47th Report (1967-68), recommended that the U.P.S.C should shed some of the then existing functions so that it could concentrate on spheres which were comparatively more important. In pursuance of this recommendation, and the recommendations of the First Administrative Reforms Commission, the Government of India constituted a Subordinate Services Commission. This Commission was set up in November 1975 through a Government of India Resolution. It was renamed later as the Staff Selection Commission (S.S.C).

Railway Recruitment Boards
Recruitment to subordinate staff in the Railways is outside the purview of the Union Public Service Commission and the Staff Selection Commission. In July 1942, as an experimental measure, a Service Commission with a Chairman and two members was established for recruitment of subordinate staff on the then North West Railway. More number of Railway Service Commissions was thereafter set up at various places in the country. In January 1985, the Railway Service Commissions were renamed as Railway Recruitment Boards (RRB). These Railway Recruitment Boards (RRB) make recruitment to working and supervisory staff belonging to Group C in the Railways. Details of these can be seen in the website link given below:

Agricultural Scientists Recruitment Board
The Indian Council of Agricultural Research (I.C.A.R) is one of the largest employers of scientific manpower in the country.
